The FCC's October 29, 2026 announcement describes a proposed order addressing California carrier-of-last-resort regulations and AT&T legacy voice-service proceedings. It says the item was circulated for Commission consideration and explains what it would do if adopted. That announcement is not an individual customer's shutoff notice.

Keep the proposal distinct from a final action

The FCC release says the proposed item addresses state requirements that conflict with federally approved discontinuances, along with reconsideration and review requests involving AT&T applications. This guide reports that proposal; it does not describe the circulation announcement as a final adopted preemption order or supply a court ruling.

A proposal, approval of a particular service application and a provider's notice to an individual account are different documents. Read the date, service name and affected location on the document you receive. Do not infer that all California copper lines have the same termination date from a statewide headline.

What the California agency's page establishes

The CPUC's federal-applications page identifies AT&T's May 20 applications concerning legacy residential and business voice service in portions of 360 California wire centers. It describes an application proposal to discontinue the covered services on or after June 1, 2027. Those words do not mean every household within those wire centers has an immediate shutoff appointment.

The CPUC page also identifies public notices and filings in the related proceedings. Its displayed June and July comment deadlines are historical, not fresh deadlines for this November guide. Check a current proceeding notice before relying on any date for submitting a response.

Start with your own service notice

Keep the notice, account number and service address together. Ask AT&T to identify which service is changing, the date applicable to that account and the replacement options actually available. A nearby fiber project or a general coverage map does not establish that a replacement can be installed at your property.

The national AT&T copper-retirement guide provides a separate preparation checklist. This California article does not assign a statewide cancellation date, promise a particular replacement product or quote an unverified installation price.

Compare the replacement before canceling

Ask for the complete written offer, including equipment, installation, recurring charges and whether the existing telephone number can move to the proposed service. Discuss any connected alarm, fax or other phone-dependent equipment with its provider before assuming compatibility. Confirm power and outage arrangements for the option you are considering.

Request an installation and testing plan that fits the account's actual notice. Keep working service until the replacement arrangements are clear. A wireless, fiber or internet-based voice option can have different equipment and location requirements. Our phone and router connection guide covers related setup questions, without establishing compatibility for every device.
